When conducting an Internet search, it is likely that you will find model plans and evaluation programs that may not even appear in the grey literature (literature not published by a major publishing company or not published on a regular basis and not indexed by common bibliographic databases).

These pieces of information offer a wealth of ideas and some cost information for implementing an emergency plan in the community as well as important evaluation techniques.

Instead of starting from scratch, it is important to look for similar programs, their success rate (in terms of cost and impacts on the community), and their sustainability in the community.
