Q2. What types of cost-containment measures might states employ in their AIDS Drug Assistance Programs (ADAPs)?

Insufficient federal government support has caused states to rethink access to pharmaceuticals for those with HIV/AIDS. Not only that with the number of people with HIV/AIDS increasing, "the demand for medications still exceeds the resources available in many states." (Kaiser Family Foundation release, 5/19). Monthly drug expenditures are also increasing.

Given the increase in people with HIV/AIDS, with the increase in cost of pharmaceuticals and with insufficient funding by the federal government, how do you think the states have responded?
