How the Indicators were built
An interagency work group and panel of the National Academy of Sciences considered a range of indicators and selected the following:
  • Physical Activity
  • Overweight and Obesity
  • Tobacco Use
  • Substance Abuse
  • Responsible Sexual Behavior
  • Mental Health
  • Injury and Violence
  • Environmental Quality
  • Immunization
  • Access to Health Care

Selecting Measures for an Action Plan
The Department selected measures for these indicators, examined them and formed an action plan. States were encouraged to develop state plans designed to improve health and focused on the priority areas identified.

In this way, health statistics play a central role in promoting health by supporting the development of measures that allow public health authorities at the federal and state level to monitor progress, mobilize activities and provide support.
