NLM “Video Search” Software Named One of Six Winners in HHSinnovates Contest
HHS Secretary Kathleen Sebelius Presents Award at September 26 Ceremony
The NLM Video Search software developed by the National Library of Medicine (NLM), the world's largest medical library and a component of the National Institutes of Health, was named one of six winners by US Health and Human Services (HHS) Secretary Kathleen Sebelius in Round 3 of the latest HHSinnovates contest. Of the six winners, the NLM project was included in the honorable mention subgroup.
The NLM Video Search software, part of NLM's Digital Collections repository, enables users to conduct accurate full-text searches of video transcripts from within a full-featured video player, and pinpoints exactly where the terms searched for appear in a film's timeline. Staff from the Office of Computer and Communications Systems and Library Operations collaboratively developed the video search tool using both open-source and inexpensive commercially available multimedia software along with speech recognition technology. At the time of its creation in 2009, no other tool provided this functionality.
In addition to enabling rapid retrieval of Section 508-compliant historical medical and public health films created by the U.S. government, the NLM Video Search software holds tremendous potential for enhancing collaboration among government agencies by making videos of lectures, governance meetings, training meetings, and official observances accessible. Future plans for the software include converting the video player from Flash to HTML5 for wider accessibility, creating a version for audio-only files, and making the software available to other government agencies.
Secretary Sebelius reflected on the purpose of the HHSinnovates program at the September 26, 2011 awards ceremony. "Ultimately our goal is to create a year round culture of innovation here at the department...The challenges that our department, and frankly that our country faces, are too important to waste the talent of our extraordinary workers... No one is in a better position to find creative ways to improve the delivery of services and care. And that's exactly what so many HHS employees are doing."
This is the second time that an NLM product has been recognized with an HHSinnovates Award. MedlinePlus Connect received a "Secretary's Pick" award in March.
