Q2. What types of cost-containment measures might states employ in their AIDS Drug Assistance Programs (ADAPs)?
Suggested Solution
States have responded in several ways. Some of these responses are outlined in the National ADAP Monitoring Report, 2004 listed below. The responses have included (but are not limited to):
- Capping client enrollment
- Waiting lists
- Limiting and/or reducing ADAP formularies
- Monthly or annual limits on per capita expenditures
- Drug purchasing strategies (discount programs, rebates, purchasing alliances and coalitions)
- Insurance continuation and purchasing
- Cost recovery (drug rebates, third party billing)
