From a health services research perspective, there are many issues that need to be addressed when attempting to answer this question.
As you think about this problem think about the kind of bioterrorism and who, besides the public, is affected by such an event? Is the health care system involved? Law enforcement? Physicians? Foreign countries?
Make a list of stakeholders you can identify and think of how their need for information might affect how and what you retrieve for each stakeholder.
