Determining which concepts to use will depend very much on the specific question/s you are asked and on the person asking the question. You may only use a few of the concepts for very simple questions but many more if you are asked to find information on a complex topic.
In your thinking about concepts did you come up with the broad areas listed below? Note that the list of keywords in this list are roughly grouped. You would probably want to polish the grouping into logical broad categories before you begin to look for MeSH terms or other controlled vocabulary terms in order to make sure you've captured all aspects of the issue.
Think about the basic questions that you might ask as you're formulating your list of concepts. You might think about: What kind of bioterrorism event is it the person is interested in? What kind of response should be expected? Who would respond in the event of a bioterrorism event? What would the public need to know? And, related questions depending on the question you were asked.
