The NIH Manuscript Submission System (NIHMS)
The National Center for Biotechnology Information (NCBI) is part of the United States National Library of Medicine (NLM), a branch of the National Institutes of Health (NIH). PubMed Central (PMC) was created in 2000 as part of the National Library of Medicine’s (NLM) full-text repository.
NIHMS facilitates the submission of peer-reviewed articles from authors, PD/PIs, and publishers for inclusion in PubMed Central (PMC) in support of the NIH Public Access Policy (NIHPA).

What are the NIHMS steps for submission?
The NIHMS system allows authors, delegates, PD/PIs, and publishers to submit manuscripts for conversion into an XML document to be included in PubMed Central (PMC). Depositing manuscripts into NIHMS is a multi-step process, as seen below.
