Dr. Allison Dennis serves as the scientific contact for Bioinformatics, Translational Informatics, Personal Health Informatics, and the SBIR/STTR program in the NLM Extramural Research Program. Prior to joining NLM, Dr. Dennis was a Technical Lead in the NIH Office of Data Science Strategy, overseeing initiatives in artificial intelligence, and a Health Informatics Officer with the Office of the National Coordinator for Health IT, where she advanced health IT standards for scientific discovery. Dr. Dennis holds a PhD in Biology from Johns Hopkins. She has nearly a decade of experience conducting data-driven biomedical research as part of the NIH Intramural Research Program.

Dr. Yanli Wang is currently a Program Director at the National Library of Medicine, Extramural Program Division. Dr. Wang manages a grant portfolio in the areas of bioinformatics, clinical informatics and data science research, scholarly work, and biomedical training. She serves as the Program Officer for the RADx-rad Data and Discoveries Coordination Center and co-chairs the NSF-NIH joint Smart and Connected Health program. Dr. Wang is trained in chemistry and computational biology.

Dr. Bart Trawick has worked at the National Center for Biotechnology Information (NCBI)/National Library of Medicine (NLM) since 2000. He is currently the Head of the Customer Services Section at the NCBI. He was in charge of developing and running the NIHMS at its inception in 2005, when the voluntary NIH Public Access Policy was announced. Since that time, over 500,000 author manuscripts have been processed and archived in PubMed Central. He oversees the development of My NCBI, which includes the tools SciENcv and My Bibliography. Researchers can use SciENcv to quickly fill out an NIH biosketch profile and My Bibliography to store their supported citations and associate them with awards for reporting on the RPPR.

Dr. Teresa Zayas Cabán is the Assistant Director for Policy Development at the National Library of Medicine (NLM).  In this role, she leads NLM's policy development and implementation activities.

Dr. Zayas Cabán was previously Chief Scientist at the Office of the National Coordinator for Health Information Technology (ONC), where she led ONC’s scientific efforts and activities.  In that role, she developed, established, or recommended scientific policy to the National Coordinator, directed ONC’s Precision Medicine Initiative activities, and provided oversight of ONC’s patient-centered outcomes research projects.

Prior to her position at ONC, Dr. Zayas Cabán was the Chief of Health IT Research and Acting Director of the Division of Health IT at the Agency for Healthcare Research and Quality (AHRQ). While at AHRQ, she set new directions for their funding opportunities and coordinated with federal partners, such as the National Science Foundation.

Before joining AHRQ, she served as a post-doctoral trainee in the computation and informatics in biology and medicine program at the University of Wisconsin-Madison. Dr. Zayas Cabán obtained her doctorate in industrial and systems engineering at the University of Wisconsin-Madison, where she was a National Science Foundation graduate research fellow in industrial engineering.

Dr. Richard Palmer, Deputy Director of Extramural Programs at the National Library of Medicine, where he oversees NLM’s grant programs for research, resources, workforce development, and small business related to biomedical informatics and data science. He also carries out evaluation of the outcomes and impact of NLM's grant programs and coordinates collaborative extramural activities with other NIH Institutes and Centers.

Before joining NLM, Dr. Palmer served as a Health Scientist Administrator in the Office of Extramural Research Administration at the NIH’s National Institute on Minority Health and Health Disparities (NIMHD). Dr. Palmer has more than 25 years of extramural research experience and has been an investigator on NIH- and CDC-funded research grants.

Dr. Palmer received his MPH from San Diego State University, DrPH from the University of Texas Health Science Center, and holds a JD with specialization in healthcare and administrative law from Nova Southeastern University.
